DEIS - Delivering Equality of Opportunity in Schools
We hold our education system in very high regard but, we know that too many of our learners may not have reached their full potential, and as a result may not have been in a position to benefit from full participation in our society and economy. Making a real difference in addressing this situation is a key priority for County Mayo VEC. We cannot expect our education system to address all the causes of disadvantage, but we can and should expect the system to make special efforts to help everyone reach their full educational potential.

In the DEIS action plan for educational inclusion, experience has been drawn from students, parents and family members, teachers and other educational professionals active in the area. We all know that educational disadvantage is complex and on that basis the DEIS initiative has been designed accordingly. Despite the complexity of the challenges of delivering equality of opportunity in our schools the objectives of the DEIS initiative are clear.
We want all our young people to gain the maximum personal benefit from the education experience within our schools. We want the needs of the learner and a culture of high expectations to be at the centre of all our actions. These actions must include a concentration on literacy and numeracy from an early stage; strong links between the home, school and community: strong links between schools working in a co-operative manner: and added value from links between education and other services. We must also aim to provide supports and second-chance provision for the minority of our learners who, for various reasons, leave education early without the knowledge and skills they need to support them in later life.

One of the major objectives of County Mayo VEC was to have its Post-Primary Schools included under the DEIS programme. This objective has been realised. The value of DEIS to our schools and our students is enormous in terms of additional investment in terms of infrastructure, resources, special initiatives and staffing. Our action plan in delivering educational excellence for our students is about building on the success stories we have had in educational provision, in tackling educational disadvantage and in addressing shortcomings where we have been less successful. The DEIS initiative in our schools enables us to do what is right for our students and is grounded in the belief that:

  • Every young person deserves an equal chance to access, participate in and benefit from education in our schools
  • Each person should have the opportunity to reach her/his full educational potential for personal, social and economic reasons and
  • Education is a critical factor in promoting social inclusion and economic development.
Overall Scope of DEIS

  • Meeting the educational needs of children and young people from disadvantage communities.
  • Covering pre-school through second-level education i.e. 3 to 18 years
  • A key part of a wider community including:
    -Second-chance education and training and access measures for adults.
    -Provision for students with special needs.
Main Elements of the Action Plan

  • Better identification of disadvantage in school
  • New integrated School Support Programme (SSP):
    A single integrated programme of support for schools with concentrated level of disadvantage which will bring together and build upon some ten existing schemes and initiatives.
    Indicative number of schools to be included:
    Primary: 600 (300 urban/town and 300 rural)
    Second-level: 150
  • Support also to continue for more dispersed disadvantage
  • Phased implementation over 5 years
  • Additional annual investment of around €40m, including cost of 300 additional posts, on full implementation
